Cleveland Heights sits on the high ground at the northeast edge of Rio Rancho, wrapped around V. Sue Cleveland High School on Laban Road NE. Cleveland Heights Road NE runs through the middle of it, and Iris Road NE marks the eastern edge of the wider master plan area. It's all 87144. If you're looking at Cleveland Heights homes for sale, the first thing to understand is the elevation. The ground here is well above the older core of the city, and on a clear morning you get the Sandias across the horizon from a lot of these driveways. That view is the reason people pay what they pay up here.

The houses are new, and that shows

Nothing in this neighborhood is old. The bulk of what's standing went up in the late 2010s and the 2020s, and the builder list reads like a who's-who of production housing in this market: D.R. Horton, Pulte, LGI, Abrazo. What that means in practice is a fairly consistent product. Stucco in warm desert colors, Southwest Contemporary lines, open-plan main floors, two- and three-car garages, and finishes that were current the year the house was framed. Sizes generally run from around 1,400 square feet up past 2,700, with three to five bedrooms.

Lots are modest. That's the honest headline. The city rezoned much of the surrounding master plan land to R-4, which permits lots down to 4,000 square feet, and even the earlier phases weren't platted generously. You get a usable back yard, not an acre. Buyers coming from the older half-acre lots in Rio Rancho Estates notice this within about ninety seconds of walking a listing. On the other side of the ledger: no 1970s wiring, no swamp cooler to nurse along, no roof at the end of its life.

Still under construction, and will be for a while

This is not a finished neighborhood. In 2025 the City of Rio Rancho adopted a Cleveland Heights master plan covering roughly 675 acres near Cleveland High School, carving state-owned parcels out of the older Paseo Gateway plan and rezoning tracts for medium-density single-family use. A bulk land subdivision plat for another 300-plus acres of it was recorded with the Sandoval County Clerk in January 2026. New phases keep coming.

So be clear-eyed. Living here for the next several years means dirt, construction traffic, and a street grid that keeps changing. City councilors have raised the access question directly, since much of the area still funnels through limited routes while the collector roads get built out. If you want a settled, tree-lined street tomorrow, this isn't it. If you want a house nobody has lived in, on a street that will be finished before your kid graduates, it is.

The association

Yes, there's an HOA, and almost every home here carries dues. Most owners pay quarterly and the amount is low by Rio Rancho standards. What it buys is basic: common area upkeep and road maintenance in the platted areas. No pool. No clubhouse. No gate. Don't come in expecting Mariposa-style amenities, because the dues aren't priced for them.

Covenant character is what I'd call normal production-builder strict. Front yard landscaping on a deadline after closing, review for exterior paint and structures, and the usual restrictions on RVs, boats and trailers parked in view. Enforcement tends to be complaint-driven rather than a monthly patrol. Read the recorded CC&Rs before you write an offer, especially if you own a fifth-wheel or plan to put up a casita. That single document settles more arguments than any conversation with a neighbor will.

Schools and errands

Cleveland High is close enough that plenty of families here walk it, which is unusual in this city. The elementary and middle assignments, Sandia Vista and Mountain View, are a short drive rather than a walk. All of it is Rio Rancho Public Schools, a separate district from Albuquerque's.

Unser Boulevard is the spine for everything else. Groceries, the Enchanted Hills shopping strip, Presbyterian Rust Medical Center down at Unser and Westside. The Loma Colorado campus with the public library, the sports complex and the aquatic center is a few minutes south. Santa Ana Star Center is on Unser too.

Commuting works two ways. North and east on US-550 puts you at I-25 in Bernalillo, near the Rail Runner station, which is the fast route to Santa Fe. South on Unser to Paseo del Norte is the standard run into Albuquerque's north side. Neither is quick at 7:45 in the morning. Plan on it.

Who it fits

It suits people who want a new house with a view and are willing to trade lot size and a finished streetscape to get one. It suits families who like being walking distance from the high school. It's a harder sell for anyone who wants elbow room, mature landscaping, or quiet from day one.
