Where North Hills actually sits
North Hills is a platted subdivision on the north side of Rio Rancho, and it's one of the easier ones to draw on a map. The city lists its edges as Pine and 15th Avenue on the south, 10th Street on the west, 23rd Avenue, Raspberry Drive and 17th Avenue on the north, and Plum Road and Skyview Circle on the east. All of it is 87144. Most of the interior streets are named after fruit and sweets. Strawberry, Raspberry, Plum, Sugar. Drive it twice and you can stop looking at your phone.
Buyers hunting North Hills homes for sale run into the phase numbers right away, because the neighborhood was recorded in numbered units and agents still type them into the listing: North Hills 1, North Hills 7, North Hills 15. Those are plat numbers. They are not separate neighborhoods. Same association, same covenants, and the houses look like cousins from one end to the other.
The houses
Single story, stucco, pitched or low-slope roofs, attached garage. Built mostly from the late 1980s into the mid 1990s, in the wave of construction that followed Intel's arrival across town. Two and three bedrooms is the range, and the floor plans lean compact — this is some of the smallest detached housing stock in the north end of the city. Lots match the houses. You get a usable back yard, a wall, and a front yard you can cross in six steps.
It's finished. No builder is delivering new product here, no phase left to open, and what turns over is resale. That's worth knowing if you want a brand-new house with a big garage, because you'll be looking at Enchanted Hills or Loma Colorado instead and paying accordingly. What North Hills gives you is one of the lower entry points into north Rio Rancho with an established street grid, mature-ish landscaping and paved everything. The association, and what people argue about
This is an HOA neighborhood and the association is not a paper one. The North Hills Property Owners Association is registered with the state, listed with the City of Rio Rancho, and run by a homeowner board with a professional manager handling the day-to-day. Dues cover the common areas, grounds maintenance and road maintenance, and they're billed on a quarterly cycle rather than monthly.
Here's the part I tell every buyer. The covenants reach into your front yard. The original landscaping plan for each lot is meant to stay as it was designed, and you can't rip out the grass and put in gravel on your own initiative. There are pre-approved plant and gravel lists and an approval process. In practice the association has been shifting common ground toward xeric plantings to hold water costs down, and that shift has been contentious — there was a stretch when residents' front lawns went dry after the association redirected watering money, and it made local news and generated a petition. Some owners are still sore about it. Others think converting to xeric was the only sane call in a desert.
Neither camp is wrong, exactly, but you should know which one you'd be joining before you write an offer. Read the covenants and the current landscape guidelines. Ask for the last two years of meeting minutes.
Park, schools, getting out
North Hills Park sits inside the neighborhood at 1901 Strawberry Drive NE. It's 2.9 acres — city-owned, not HOA — with a playground, basketball courts, a shade structure, picnic tables, a walking path and grass. Small, but it's a walk and not a drive, which is more than a lot of Rio Rancho subdivisions can say.
Rio Rancho Public Schools serves the area. Colinas del Norte Elementary is at the north end on Night Sky Avenue NE, Eagle Ridge Middle is on Fruta Road, and high school students land at V. Sue Cleveland or Rio Rancho High depending on where the district draws the line that year. Confirm assignment with the district before you buy on it.
For errands you're on Unser and Northern, which is where the grocery, the big-box store and most of the chain restaurants are. Southern Boulevard picks up the rest. Commuting east, it's NM-528 and Paseo del Norte to I-25, or Coors down into the North Valley. US-550 is the run north. It's a real commute in the morning, same as it is from anywhere on this side of the river.
Who it fits
People who want a manageable house on a quiet street at a price the rest of north Rio Rancho stopped offering, and who don't mind an association with opinions about their yard. If you want 2,500 square feet, a three-car garage, or full control over your landscaping, this isn't the one.
